   On 9 July 2008 Mr. I.O. Schegolev, Russian Federation Minister of Telecommunications and Mass Communications, visited NIIR FSUE.In the course of Mr. Schegolev’s visit the Institute’s Director General Mr. V.V. Butenko informed the Minister about the current situation and near future plans of NIIR FSUE. In particular, at the meeting they discussed the issue of NIIR developing a software product for resolving the problems of electromagnetic compatibility of radio electronic facilities and carrying out expert evaluations of frequency assignments. To accomplish these tasks the Institute has already developed and tried out the appropriate mathematical methodologies. In addition, the availability of highly qualified staff and hardware and software facilities permit the Institute together with the Russian Defense Ministry to resolve problems of converting the radio frequency spectrum in the interests of developing civil radio technology and to ensure successful participation of the Russian Federation Communications Administration in international activities. In the course of the meeting it was noted that NIIR is the main organization in the telecommunications and mass communications industry, which carries out continuous work in the International Telecommunication Union (ITU), at the Assemblies of the European Conference of Postal and Telecommunications Administrations (CEPT), and in the Regional Commonwealth in the field of Communications (RCC). The discussion of NIIR’s role in resolving issues concerning the management of the use of the radio frequency spectrum and carrying out the procedures concerning international legal protection of frequency assignments was also among the subject-matters, which caught the attention of the Minister. According to the results of the meeting, the Minister gave a high estimation to the efforts of the Institute’s management aimed at creating optimal conditions for attracting young specialists. Mr. I.O. Schegolev examined the exhibit with the Institute’s products, the technical center for TV broadcasting using ROSCRYPT conventional access system, the subscriber STB NIIR-CTV, the NIIR super computer center and, besides, the Minister was demonstrated the software complex RAKURS used for managing the radio frequency spectrum. |
