LINES OF ACTIVITY

Research and Technology Support of the Activities of the RF Communications Administration:

• Developing and advancing legal and regulatory and R&D policy of the RF Communications Administration in the field of telecommunications and broadcasting.

• Research and technology substantiation of the position of the RF Communications Administration at ITU conferences and meetings and in other international organizations on issues concerning the regulation, development and standardization of telecommunications; efficient allocation and use of the radio frequency spectrum and EMC by terrestrial and satellite fixed and mobile radio communications systems.

• Carrying out international legal assistance for frequency assignments to radio communications and broadcasting systems of civil purpose.

• Developing international technical standards for interactive digital TV broadcasting, telecommunications management systems, mobile communications systems and their coordination with the RF regulatory documents in force.

• Developing scientific and methodology support and carrying out research studies for the purpose of international coordination of REF frequency assignments between the RF Communications Administration and other states.

• Taking part in preparing and conducting national and international work shops and conferences on issues of developing communications facilities in the Russian Federation.

• Taking part in preparing and implementing The Plan of Action developed at the World Summit on issues of the Information Society (including information society security issues); presenting and promoting the domestic research and technology potential in the field of radio and telecommunications; evaluation and examination of the world experience in the field of developing radio and telecommunications.

• Advancing the position of the RF Communications Administration in the international arena with regard to certain WRC-07 agenda items, particularly, the preparation of ITU contributions concerning the substantiation of the necessity to identify the 450 MHz band for IMT-MC system on the global scale.

Direct participation in international fora for the purpose of presenting the RF Communications Administration, for elected positions inclusive.

• Providing consultative services with regard to world, regional and national development tendencies of radio and telecommunications.
