LINES OF ACTIVITY

Developing Research and Technology Frameworks for Conversion and Utilization of the Radio Frequency Spectrum in the Russian Federation

• Developing research and technology substantiation for the proposals on long term policy in the field of allocation, use and control of the use of the radio frequency spectrum, radio electronic facilities and technologies, as well as working out a unified methodology framework for solving the problems of electromagnetic compatibility of radio electronic facilities (REF EMC).

• Developing draft concepts for the use of the radio frequency spectrum.

• Developing plans for future use of the radio frequency spectrum by radio electronic facilities of any purpose.

• Developing regulatory and methodological documentation for evaluating the efficiency of use of the radio frequency spectrum in the Russian Federation.

• Developing proposals on the technical policy with regard to ensuring electromagnetic compatibility of civil purpose radio electronic facilities.

• Carrying out research and technological studies concerning the provision of electromagnetic compatibility of civil purpose REF, and identifying ways of improving their utilization of the radio frequency spectrum.

• Developing, validating and coordinating engineering design in close cooperation with Radio Frequency Units of different departments. Developing, validating and coordinating methodological, special software and infoware support in the radio frequency field with the aim of creating and disseminating unified methods for the appraisal of efficiency of REF use and examining REF EMC in the territory of the RF and using all the above as a basis for creating the State Computer-aided Radio Frequency Spectrum Management System.

• Developing proposals for improving RF legislative, legal and regulatory documents concerning the radio frequency use and ensuring different purpose REF EMC.

• Working out a draft of RF Radio Regulations comprising legal documents, which determine the framework of the use of the radio frequency spectrum in the RF.

• Developing documents regulating the improvement of mechanisms for licensing the activities of communications operators using the radio frequency spectrum.
