Preparing scientific and technological forecasts and proposals for developing the federal research and technology policy framework in the field of radio communications, TV and sound broadcasting:
• Working out scientific and technological forecasts and proposals for the progress of radio communications facilities and services, as well as of TV and sound broadcasting technologies.
• Working out and implementing concepts, main lines and master plans of the development of telecommunications, TV and sound broadcasting networks in the Russian Federation on the basis of the forecasts for the progress of radio communications facilities and services.
• Elaborating proposals on developing the legal and regulatory framework for confirming compliance of perspective communications systems and equipment.
• Working out information and methodology support for the study and forecast of key indices of TV and sound broadcasting services market.
• Working out proposals on implementing the federal research and technology policy in the field of developing terrestrial and satellite radio communications, TV and sound broadcasting; defining perspective communications and broadcasting radio technologies most suitable for the country.
• Working out technological proposals on enhancement of Russian satellite communications and broadcasting systems. Carrying out works on improving performance indices of Russian satellite systems for prioritizing their use in the Unified Telecommunications Network (UTN).
• Developing the framework for the Communications Ministry’s technological policy on ensuring information security of public radio communications networks.
• Developing the standards and technology policy of the Ministry for introducing the Legally Authorized Electronic Surveillance System – “SORM” – on public radio communications networks.
• Working out the main guidelines for the investment and economy policy on developing the communications industry.
• Ensuring research and technology support and participation in working out the projects on federal and industry programs for the development of technologies and services in the following areas:
Mobile Communications
- Organizing and participating in the works aimed at translating international and foreign standards for mobile communications systems based on ETSI standards and ITU recommendations into national standards.
- Developing and enhancing the legal and regulatory framework for regulating and managing mobile communications systems.
- Conducting preparatory work on the deployment of 3G mobile communications systems in the RF territory; developing recommendations for the advancement of new broadband services basing on the examination of foreign experience.
- Carrying out studies concerning the efficiency of implementing new radio communications technologies in mobile communications networks.
- Comparative analysis of different wireless access networks and developing recommendations for their use in specific applications.
- Examining the methods for integrating public cellular mobile networks with professional (trunking) networks (PAMR).
Fixed Radio Communications and Broadband Access
- Carrying out a comparative analysis of different broadband radio access networks based on IEEE and ETSI standards, and working out recommendations for their use.
- Working out proposals for ensuring interoperation of different types of wireless fixed access systems with effective communications systems.
Satellite Communications Systems
- Designing the layout of the space and terrestrial segments with the aim of implementing optimal parameters of perspective systems of fixed, radio broadcasting and mobile satellite services, as well as systems for remote sensing of the Earth.
- Developing the principles and plans for using the orbital and frequency resource for all types of satellite communications and broadcasting systems.
- Developing and supervising system-level projects in with regard to constructing onboard repeater facilities (OBRF), both with direct relaying and with onboard signal processing.
- Developing regulatory and technical documentation for OBRF (space stations) and satellite communications and broadcasting Earth stations (E/s).
- Designing the layout of OBRF and satellite communications and broadcasting Earth stations.
- Developing program, methodological, design, technological and operational documentation at all design stages of OBRF and E/S, including the phase of flight development tests.
- Coordinating and carrying out the development of perspective trends of OBRF, satellite communications and broadcasting systems, and earth stations evolvement.
- Supervising and conducting works in support of operation of terrestrial test and measurement diagnostic equipment (TMDE) of the OBRF.
TV and Sound Broadcasting
- Integrated resolving of the problems connected to the TV network evolution and quality enhancement of the TV programs transmission.
- Studying and developing methods and equipment for multifunctional conventional access systems, as well as principles for transmission of standard time signals and reference frequencies for digital paths.
- Studying and developing new systems for noise-proof delivery of additional information comprising the TV signal, taking into account interfacing Internet networks.
- Studying the trends of development of cable TV distribution networks and implementing the latest digital technologies in this field.
Compliance Confirmation, Standardization and Metrology
- Carrying out works to confirm compliance in accordance with the accreditation scope of the trial center.
- Developing special-purpose measurement equipment.
- Metrological expert review of the legal, regulatory and operational documentation.
- Developing technical regulations, standards and legal and regulatory acts of the Russian Ministry of Information Technologies and Communications.
